The areas might well be quiet. In fact, most people would prefer it that way. It may be a good sign that the area is at least safe. There is just no turning back. Things that could have been done, should have been done, ages ago, long before COVID, are now getting done in bits and pieces. Work is being done in increments. Because who has got the money to dive into one big project all in one go. Even so, the focus is on priority tasks. Things that could turn out to be emergency cases later are being done now. And on brighter days, pet projects could be discussed.
